ኢንስቲትዩቱ ስጋት በሆኑ የጤና አደጋዎች ምላሽ አሰጣጥ ላይ ተግባራዊ ልምምድ አካሄደ EPHI Conducts Nationwide Functional Simulation Exercise for Multiple Emergency Response
የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት የአደጋ ማስተባበርያ ማዕከል ለሀገሪቱ ስጋት በሆኑ የህብረተሰብ ጤና አደጋዎች ምላሽ ላይ በሀገር አቀፍ ደረጃ ክልሎችን በማስተባበር የትግበራ ልምምድ አካሄደ፡፡
በትግበራ ልምምዱ ወቅት ለሀገሪቱ በወረርሽኝ መልክ ለመከሰት ስጋት ሊሆኑ የሚችሉ የህብረተሰብ ጤና አደጋዎች በስጋት አሰሳ የተለዩ ሲሆን፡ ከሚያደርሱት ጉዳት አንፃር ትኩረት ያጡ እንዲሁም በሀገሪቱ ተከስተዉ የማያዉቁ ግን እንደ ስጋት የተቀመጡ የጤና አደጋዎች ትኩረት ተሰጥቷቸው ተቃኝተዋል፡፡
በልምምዱ ወቅት ተደራራቢ ወረርሽኝን ምላሽ የሚያስተባብሩ፣ ለአንድ ወረርሽኝ ምላሽ የሚሰጡና እና የማስጠንቀቂያ ደረጃ ላይ የሚሆኑ የማስተባበርያ ደረጃዎች የአተገባበር አቅማቸዉን ለመፈተሽ፣ እንዲሁም የቴክኖሎጂና የመረጃ ልዉዉጦች ከክልል እስከ ሀገር አቀፍ ደረጃ ምን ይመስላል የሚለዉን ለመፈተሸ የሚረዳ በቪድዮ ኮንፈረንስ የታገዘ የወረርሽኝ ሁኔታዎችን መረጃ ልዉዉጥ የሚያስችል የተግባር ልምምዶች በተሳታፊ የማስተባበርያ ማዕከላት ተከናውነዋል፡፡
ዶ/ር መልካሙ አብቴ የኢንስቲትዩቱ ምክትል ዋና ዳይሬክተር ባደረጉት የመክፈቻ ንግግር ላይ እንደገለጹት የትግበራ ልምምዱ ፕሮግራሞችን በተጠናከረ መልኩ በፌደራልና በክልሎች አስተባባሪነት የወረዳና የዞን የጤና መዋቅሮችን የቅድመ ዝግጅትና መሰል ሥራዎችን ለመፈተሸና ፈጣንና ወቅታዊ የሆነ የቅኝትና ምላሽ ሥርዓት እንዲኖረን ያደርጋል ብለዋል፡፡ ዶ/ር መልካሙ አያይዘውም ኢንስቲትዩት ወደፊት ይህንን የአቅም ፍተሻና ግንባታን ስራ ይበልጥ በተጠናከረ መልኩ እንደሚያካሂድ አረጋግጠው መርሀ ግብሩ የተሳካ እንዲሆን ያደረጉትን የተቋሙ ሠራተኞች፣ አጋር አካላት የዓለም ጤና ደርጀት የአፍሪካ የበሽታ መቆጣጠርያ ማዕከል እና የእንግሊዝ የጤና ደህንነት ተቋምን አመስግነዋል፡፡
በመርሀ ግብሩ ላይ የኢንስቲትዩቱ የአደጋ ማስተባበርያ ማዕከል እና በክልል የጤና ቢሮ ሥር የሚገኙ አስራ ሶስት የአደጋ ማስተባበርያ ማዕከላት የተሳተፉ መሆናቸዉ ለማወቅ ተችሏል፡፡
EPHI Conducts Nationwide Functional Simulation Exercise for Multiple Emergency Response
The Ethiopian Public Health Institute (EPHI), through its Public Health Emergency Operations Center (PHEOC), successfully coordinated a nationwide functional simulation exercise aimed at testing preparedness and response coordination for multiple public health emergencies. The exercise was centrally managed by the National Public Health Emergency Operations Center, with thirteen regional PHEOCs participating virtually from their respective locations.
While the national PHEOC has previously participated in both regional and global simulation exercises (SimEx), this initiative marked a unique milestone by enabling simultaneous coordination and participation of subnational (regional) PHEOCs. All materials used in the exercise including scenario development, facilitation, and evaluation were designed and executed by local experts, tailored to the real-life context of Ethiopia’s health system.
In his opening remarks, Dr. Melkamu Abte, Deputy Director General of EPHI, emphasized the critical role of functional simulation exercises in ensuring early detection and effective response to public health threats. He highlighted that such SimEx activities are essential tools for assessing national preparedness. Dr. Melkamu also reflected on EPHI’s previous experience in hosting and participating in similar exercises at both national and global levels. He urged regional public health authorities to institutionalize simulation exercises as part of their routine planning and emergency preparedness activities. The Deputy Director General also appreciated the partners WHO, ACDC, and UKHSA, who supported the event.
EPHI reaffirmed its commitment to strengthening and sustaining such exercises in the future, with a clear intention to address and resolve the gaps identified through this process. All regional health structures are expected to develop and implement their own simulation exercises, engaging sub-regional and local stakeholders.
