የኢንስቲትዩቱ የብሄራዊ የጤና መረጃ አሰተዳደር ማእከል የሕብረተሰብ ጤና ፖሊሲ ሞዴሊንግ ዉድድርን አስጀመረ EPHI’s Data Management Opens Public Health Policy Modelling Hackathon in Addis Ababa

የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት የብሔራዊ የጤና መረጃ አስተዳደር ቅመራና ትንተና ማዕከል የሕብረተሰብ ጤና ፖሊሲ ሞዴሊንግ ሃካቶን (ውድድር) 2026 በአዲስ አበባ ያስጀመረ ሲሆን ይህ ከሰኔ 24 እስከ 29/2018 ዓ.ም ለስድስት ቀናት የሚቆየው ይህ ሃካቶን (ውድድር) “ሞዴሊንግን እና ፖሊሲን በማስተሳሰር የሕዝብ ጤና ተግዳሮቶችን መፍታት” በሚል መሪ ቃል እየተካሄደ ይገኛል።

የኢትዮጵያ ሕብረተሰብ ጤና ኢንስቲትዩት ዋና ዳይሬክተር ዶ/ር መሳይ ኃይሉ መርሐ-ግብሩን በንግግር የከፈቱ ሲሆን፤ ይህ የሃካቶን (የፈጠራ ውድድር) በኢንስቲትዩቱ ታሪክ የመጀመሪያው መሆኑን ገልጸው፣ በሕብረተሰብ ጤና ዘርፍ በማስረጃ ላይ የተመሠረተ ውሳኔ አሰጣጥን ለማጠናከር ረገድ ትልቅ እመርታ መሆኑን ጠቅሰዋል። ሞዴሊንግ ከቴክኒካዊ ትንተና ባለፈ መሄድና ለፕሮግራም ዕቅድ ዝግጅት፣ ለሀብት ክፍፍል፣ ለአገልግሎት አሰጣጥ እና ለፖሊሲ ውሳኔዎች ድጋፍ ለመስጠት መዋል እንዳለበትም አክለው ገልጸዋል። የሕዝብ ጤና ውሳኔዎች ብዙውን ጊዜ ውስን በሆኑ ሀብቶች፣ ያልተሟሉ መረጃዎች እና እርስ በርስ በሚፎካከሩ ቅድሚያ በሚሰጣቸው ጉዳዮች መካከል የሚወሰኑ በመሆናቸው፤ ሞዴሊንግ እና የመረጃ ትንተና (ዳታ አናሊቲክስ) አማራጮችን ይበልጥ ግልጽ ለማድረግ፣ ምርጫዎችን ለማነጻጸር እና ሊያጋጥሙ የሚችሉ አደጋዎችን አስቀድሞ ለመገመት እንደሚረዱ ዶ/ር መሳይ ገልጸዋል። በዚህ ረገድ ዋነኛው ጥያቄ ሊሆን የሚገባው “ምን ዓይነት ሞዴል መገንባት እንችላለን?” የሚለው ሳይሆን፣ “ለየትኛው የፕሮግራም ወይም የፖሊሲ ውሳኔ ነው በማስረጃ የተደገፈ እገዛ ማድረግ የምንፈልገው?” የሚለው ሊሆን እንደሚገባ አስገንዝበዋል። ይህ የሃካቶን መድረክ መረጃን ከማስረጃ፣ ማስረጃን ከውሳኔ አሰጣጥ፣ ውሳኔ አሰጣጥን ደግሞ በተግባር ከሚገለጥ የሕብረተሰብ ጤና ዕርምጃ ጋር ለማገናኘት የሚረዳ ተግባራዊ መድረክ እንደሚፈጥርም አክለው ገልጸዋል።
የብሔራዊ የጤና መረጃ አስተዳደር ቅመራና ትንተና ማዕከል (NDMC) ዳይሬክተር ዶ/ር ትግስት ሹመት በበኩላቸው የማዕከሉ አንዱ ተግባርና ኃላፊነት የጤና ፕሮግራሞችን እና የፖሊሲ ውሳኔዎችን ለማገዝ የሚያስችሉ የመረጃ አያያዝ፣ የትንተና እና የሞዴሊንግ ሥራዎችን ማከናወን መሆኑን ገልጸዋል። ይህ ሃካቶንም በ ጌትስ ፋውንዴሽን በሚደገፈው የሞዴሊንግ አቅምን ለማጠናከር እየተተገበረ ያለዉ የፕሮጀክት አካል መሆኑን ገልጸዋል።
በመጀመሪያው የሥራ ቀን የመረጃ ትንተና፣ ሞዴሊንግ እና ቪዥዋላይዜሽን ዲቪዥን ኃላፊ በሆኑት በአቶ ሙሉጌታ ገረመው የሃካቶኑን ዓላማዎች፣ የሥራ ሂደቶች፣ የሚጠበቁ ውጤቶች እና የዳኝነት ሂደቶችን በተመለከተ ማጠቃለያ ቀርቧል። በብሔራዊ የጤና መረጃ አስተዳደር ቅመራና ትንተና ማዕከል ዳታ ሳይንቲስት የሆኑት ዶ/ር መስፍን ለተሳታፊዎቹ ስለ ትብብር ደንቦች፣ ስለ ቡድን ምስረታ እና ስለ ውድድሩ ተግዳሮት መስኮች ገለጻ አድርገዋል። በተጨማሪም በፕሮጀክት ሆፕ (Project HOPE) የከፍተኛ የትግበራ ምርምር አማካሪ ፕሮፌሰር ጋሻው፣ በኢትዮጵያ ውስጥ በሥነ ተዋልዶ፣ በእናቶች፣ በአራስ ሕፃናት፣ በሕፃናት ጤና እና በሥነ ምግብ ውጤቶች ላይ ተጽዕኖ የሚያሳድሩ ባለብዙ ገፅታ ተጋላጭነቶችን የሚያብራራውን “Pathways for Ethiopia” ጥናት አቅርበዋል።
ውድድሩ በቁልፍ አራት የተግዳሮት ዘርፎች ላይ የሚያተኩር ሲሆን፤ በወረዳ ደረጃ ያልተከተቡ (ዜሮ-ዶዝ) ሕፃናት መጠን (ጫና)፣ የወባ መከላከያ መድኃኒቶች ፍላጎት ትንበያና ስርጭት፣ የኩፍኝ በሽታ ቅድመ-ማስጠንቀቂያ ደንቦች እና የኩፍኝ በሽታ ስርጭት ሞዴሊንግ ናቸው። ቡድኖቹ በመጨረሻው ቀን ለፕሮግራም መሪዎች፣ ለዳኞች እና ለአጋር ድርጅት ተወካዮች የሚቀርቡ ፕሮቶታይፖችን ወይም የመረጃ ሰሌዳዎችን (dashboards) በማዘጋጀት ላይ ይገኛሉ።————————————
EPHI’s Data Management Opens Public Health Policy Modelling Hackathon in Addis Ababa
The Ethiopian Public Health Institute’s (EPHI) National Data Management and Analytics Center for Health (NDMC) has opened the NDMC Public Health Policy Modelling Hackathon 2026 in Addis Ababa. The six-day event, running from July 1–6, 2026, is being held under the theme “Bridging Modelling and Policy to Solve Public Health Challenges.”
Director General of EPHI, Dr Mesay Hailu, in his opening speech described the hackathon as the first initiative of its kind at the institute and said it marks an important step toward strengthening evidence-informed decision-making in public health. He said modelling should move beyond technical analysis and be used to support programme planning, resource allocation, service delivery and policy decisions. With public-health decisions often made amid limited resources, incomplete information and competing priorities, Dr. Mesay said modelling and data analytics can help clarify choices, compare options and anticipate risks. The central question, he noted, should not be “What model can we build?” but “Which programme or policy decision do we want to support with evidence?” The hackathon, he added, offers a practical platform to connect data with evidence, evidence with decision-making, and decision-making with public-health action.
Dr. Tigist Shumet Director of NDMC on her behalf said that NDMC’s mandate includes data management, analytics and modelling to inform health programmes and policy decisions. She noted that the hackathon is part of EPHI’s broader effort to strengthen national capacity in public-health modelling and evidence use through a Gates Foundation-supported project.
The opening day featured a hackathon overview by Mulugeta Geremew, Head of the Data Analytics, Modelling and Visualization Division, who outlined the objectives, workflow, expected outputs, judging process, and challenge topics, highlighting the key public-health problems that participating teams are expected to address. Dr. Mesfin, a Data Scientist at NDMC, also oriented participants on collaboration norms, team formation, and the challenge areas. Professor Gashaw, Senior Implementation Research Advisor at Project HOPE, presented the Pathways for Ethiopia: understanding multidimensional vulnerabilities to reproductive, maternal, newborn, child health, and nutrition outcomes.
The competition focuses on four challenge areas: district-level zero-dose burden, antimalarial medicine forecasting and allocation, measles alert rules, and measles transmission modelling. Sessions will continue until 6 July 2026, with teams developing prototypes or dashboards that will be presented to programme leads, judges and partner representatives on the final day.
