የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት የቅድመ ማስጠንቀቂያና ቅኝት ዳይሬክቶሬት የሕብረተሰብ ጤና አደጋ ስጋት ተግባቦትና የማህበረሰብ ተሳትፎ ዲቪዥን ከዩኒሴፍ ኢትዮጵያ ጋር በመተባበር የሕብረተሰብ ጤና አደጋ መከላከልና ምላሽ አሰጣጥ ላይ ያለውን የማሕበረሰብ አቀፍ የዲጂታል የመረጃ ልውውጥ ሥርዓትን ለማሻሻል የሚያስችል የጋራ መልዕክት መለዋወጫ ስልት ለማዘጋጀት ከነሀሴ 6 እስከ 8/2018 ዓ.ም በአዳማ ከተማ አውደ ጥናት አካሄደ፡፡
የአውደ ጥናቱ ዋና ዓላማ የመንግስት ተቋማትን፣ የማህበረሰብ ተወካዮችን እና አጋሮችን በማሳተፍ አገልግሎት የሚሰጥበትን ሞዴል በጋራ በመፍጠር፣ የተቀናጀ እና ፈጣን የአደጋ ስጋት መረጃ መልዕክት መለዋወጫ ደረጃዎችን የያዘ የመተግበሪያ ፍኖተ-ካርታ (roadmap) ለማዘጋጀት ያለመ ነው።
ዶ/ር መልካሙ አብቴ የኢንስቲትዩቱ ም/ዋና ዳይሬክተር የምክክር አውደ ጥናቱን የመክፈቻ ንግግር ባደረጉበት ወቅት እንደተናገሩት የሚዘጋጀው የሕብረተሰብ ጤና አደጋ መረጃዎችን ለማሻሻል የሚያስችል የመልዕክት መለዋወጫ ፍኖተ ካርታ ኢንስቲትዩታችን ቀደም ሲል በተቋሙ እንዲለሙ በማድረግ ወደ ትግበራ ከገቡ ዲጅታል መተግበሪያዎች ጋር ተመጋጋቢ እንዲሆን በማደረግ፣ በተለይም ማህበረሰቡ የሚሰጣቸዉን ጥቆማዎችና አስተያየቶች በፍጥነት ምላሽ ለመስጠትና ወቅቱ በሚጠይቀዉ ደረጃ የጤና መረጃዎችን ተደራሽ ለማድረግ ወሳኝ ሚና የሚጫወት መሆኑን አጽንኦት ሰጥተው ተናግረዋል፡፡
አቶ ይበይን ሙሉአልም የኢንስቲትዩቱ የቅድመ ማስጠንቀቂያና ቅኝት ዳይሬክቶሬት ተወካይ አውደ ጥናቱን አስመልክቶ ማብራሪ ሰጥተዋል፡፡ የዩኒሴፍ ኢትዮጵያ የድንገተኛ አደጋዎች እና ክትባት ማናጀር ዶ/ር ሻሂራ ማልም በበኩላቸው የኢንስቲትዩቱ ከፍተኛ አመራሮች የመረጃ ልውውጥን ለማሻሻል የሰጡት ልዩ ትኩረት አድናቆት የሚገባው መሆኑን ገልጸው፣ ዩኒሴፍ የሚያበለጽገውን የማሕበረሰብ አቀፍ የሕብረተሰብ ጤና አደጋዎች ቁጥጥር ማዕከል ያደረገ የመረጃ ልውውጥ እና ግብረመልስ ሥርዓት በአጭር ጊዜ ወደ ትግበራ እንዲለወጥ ለማደረግ ለሚደረገው ጥረት አስፈላጊውን ድጋፍ በመስጠት በትኩረት እንደሚሠሩ አረጋግጠዋል።
ወቅታዊ መረጃ ልውውጥ ስረዓት ላይ የተደረገ የጥናት ውጤት በመድረኩ ቀርቦ ውይይት የተደረገ ሲሆን በጥናቱ ውጤት መሰረት ዲዛይን ተዘጋጅቶ፣ በትግበራ ወቅት ስለሚኖረው ውጤታማነት የመረጃ ልውውጥ ስርዓቱን ሙከራ ተደርጎ ወደ ትግበራ ለመለወጥ የ90 ቀናት የትግበራ ፍኖተ ካርታ በማዘጋጀት አውደ-ጥናቱ ተጠናቋል፡፡

It was stated that ensuring access to up-to-date health information is crucial in order to provide appropriate responses to public comments and rumours related to health.
The Ethiopia Health Society’s Community Health Risk Communication and Community Participation Directorate, in collaboration with UNICEF Ethiopia, conducted a workshop from August 6 to 8 2026 to develop a joint engagement strategy and prepare a roadmap for improving the community-wide digital information exchange system related to preventing and responding to community health risks.
The main objective of the workshop was to create, through the participation of government institutions, community representatives, and partners, an integrated and fast risk-information message exchange roadmap/application framework that includes steps for implementation.
Dr. Melkamu Abte, the Deputy Director General of the Institute, stated during the opening remarks of the workshop that the message-exchange roadmap to enhance community health risk communications will be made compatible with digital applications already underway or planned within the Institute, and that it will play an important role in quickly responding to the advice and comments the community provides, as well as making health information accessible at the appropriate time and in line with what is required.
Yibeyin Mulualem, a representative from the Institute’s Early Warning and Surveillance Directorate, also provided explanations regarding the workshop.
The study findings conducted on the existing information sharing system were presented at the forum and discussed. Based on the study results, the design was prepared, and a 90-day implementation roadmap was developed to transition the information exchange system into practice by testing its effectiveness during implementation.
