የኢትዮጵያ የሕብረተሰብ ጤና ኢንስቲትዩት የሕብረተሰብ ጤና አደጋ ቁጥጥር፣ የቅድመ ዝግጁነትና አቅም ግንባታ ዳይሬክቶሬት የሕብረተሰብ ጤና አደጋ ችግሮች ሲከሰቱ ፈጣን ምላሽ መስጠት የሚችሉ ከፌዴራል፣ ከሁሉም ክልሎች እና ከተማ አሰተዳደር ለተውጣጡ ባለሙያዎች ለአራተኛ ዙር የአፍሪካ የበጎ ፈቃደኞች የጤና ኮርፕስ (AVOHC SURGE) ቡድን በማሰልጠን ሀምሌ 15/2018 ዓ.ም በሐዋሳ ከተማ የኢንስቲትዩቱ ዋና ዳይሬክተር ዶ/ር መሳይ ኃይሉ በተገኙበት አስመረቀ፡፡

የስልጠናው ዋና ዓላማ በአገር አቀፍ፣ በአፍሪካ ብሎም በዓለም አቀፍ ደረጃ ያሉትን የሕብረተሰብ ጤና አደጋዎች ከመከሰታቸው አስቀድሞ እንዲሁም ሲከሰቱ ጥራት ባለው መልኩ የዝግጁነት፣ የቅኝት እና ፈጣን ምልሽ ሰጪ ባለሙዎችን አቅም ለመገንባት ነው፡፡

ዶ/ር መሳይ ኃይሉ የኢንስቲትዩቱ ዋና ዳይሬክተር በምርቃ ስነ-ስረዓቱ ላይ ተገኝተው ባስተላላፉት መልዕክት እንደገለጹት ከ24 ሰዓት እስከ 48 ባሉት ሰዓታት ውስጥ ለመሰማራት እና ፈጣን ምላሽ ለመስጠት የሚያስችል የሰው ኃይል በስልጠና እየተገነባ መሆኑን፣ ይህም ኢትዮጵያ በራሷ አቅም ጥራት ያለውን የአደጋ ጊዜ የሰው ኃይል ልማትን በተቋማዊ መልኩ ለማጠንከር ያስመዘገበችውን ከፍተኛ እድገት የሚያሳይ መሆኑን ጠቁመው፣ ስኬቱም የአገሪቱ መንግስት የሕብረተሰብ ጤና የሰው ኃይልን ማጠንከር ለአገራዊ የጤና ደህንነት መሰረታዊ ምሶሶ አድርጎ የወሰደውን የማይናወጥ ቁርጠኝነት በግልጽ የሚያሳይ ነው በለዋል፡፡

ዋና ዳይሬክተሩ አያይዘውው ተመራቂዎች ከዛሬ ጀምሮ ብሔራዊ የአደጋ ጊዜ ምላሽ ሰጪ ቡድን ሮስተር እንደተቀላቀላችሁ በደስታ እያበሰርኩ ባገኛችሁት እውቀት መሰረት የሚጠበቅባችሁን ሀገራዊ ኃላፊነት በአግባቡ እንደትወጡ በአጽንኦት አሳስባለሁ ሲሉ መልክታችውን አስተላልፈዋል፡፡

ዶ/ር መልካሙ አብቴ የኢንስቲትዩቱ ም/ዋና ዳይሬክተር በበኩላቸው ኢንስቲትዩቱ በአፍሪካ የሕብረተሰቡን ጤና በማስጠበቅ በኩል የልህቀት ማዕከል ለመሆን ዓላማ አድርጎ እሰራ መሆኑን ጠቅስው፣ ለዚህም ራዕይ መሳካት የጤና ባለሙያዎችን በስልጠና ማገንባት አንዱና ዋናው መሆኑን፣ ሁል ጊዜ ዝግጁ የሆነ የሰለጠነ የሰው ኃይል በማዘጋጀት ለሚከሰቱ የተለያዩ ወረርሽኖች ምላሽ መስጠት አስፈላጊ በመሆኑ በተግባር የተፈተነ በርካታ የሰው ኃይል ዝግጁ ማድረግ ተችሏል፡፡ ይህም ለኢትዮጵያ ብቻ ሳይሆን በአፍሪካ ደረጃ ፈጣን ምላሽ ለመስጠት የሚችል የጤና ባለሙያ መሆኑን ሰፊ ማብራሪያ ሰጥተዋል፡፡

ወ/ሮ ነኢማ ዘይኑ የኢንስቲትዩት የሕብረተሰብ ጤና አደጋ ቁጥጥር፣ የቅድመ ዝግጁነትና አቅም ግንባታ ዳይሬክቶሬት ዳይሬክተር ስልጠናውን አስመልክቶ እንደተናገሩት በርካታ ልምዶችን መሰረት ባደረገ መልኩ ለአራተኛ ዙር ባለሙያዎችን በጥልቀትና በብቃት ማስልጠን መቻሉን ገልጸው፣ የሕብረተሰብ ጤና አደጋ ዝግጁነት ጉዳይ የፍላጎት ሳይሆን የግዴታ በመሆኑ በቀጣይም በተግባር ላይ የተመሰረተ የባለሙያዎች ስልጠና የሚቀጥል መሆኑን ጠቁመዋል፡፡

ኮሎኔል መናኃይሎሽ ታደለ የመከላከያ ጤና ዋና መምሪያ ተወካይና የጤና ማበረታቻና የበሽታ መከላከል መምሪያ ኃላፊ፣ ወ/ሮ ሙኒራ ናስር የፌዴራል ፖሊስ ዋና ጤና መምሪያ ተወካይ እና ዶ/ር ሰናይ ተከስተ የዓለም ጤና ድርጅት በኢትዮጰያ ተወካይ በምረቃ ፕሮግራሙ ላይ ተገኝተው መልዕክት ያስተላለፉ ሲሆን ከተለያዩ የጤና ሴክተር ተውጣጥተው የአራተኛውን ዙር ስልጠና ለአንድ ወር ተከታትለው ያጠናቀቁ 89 ባለሙያዎች የእውቅና ሰርተፍኬት ተሰጥቷቸዋል፡፡

Ethiopia Strengthens Public Health Emergency Workforce Capacity Through Autonomous Training

Ethiopia has achieved another milestone in strengthening its public health emergency workforce through a nationally led initiative aimed at enhancing preparedness and rapid response to disease outbreaks and other public health emergencies.

The Ethiopian Public Health Institute (EPHI) graduated 89 health professionals who successfully completed a one-month intensive training under the fourth cohort of the African Volunteer Health Corps (AVoHC SURGE) initiative. The graduates, drawn from federal institutions, regional states, and city administrations, have been equipped to serve as rapid responders during public health emergencies.

The training program was designed to build high-quality capacity in emergency preparedness, surveillance, and rapid response, enabling Ethiopia to respond more effectively to public health emergencies at the national, continental, and global levels.

Speaking at the graduation ceremony, Dr. Mesay Hailu, Director General of EPHI, said the institute is working to establish a highly competent emergency workforce capable of deploying within 24 to 48 hours of a public health emergency.

“This achievement clearly demonstrates Ethiopia’s significant progress in strengthening its institutional capacity for emergency human resource development,” Dr. Mesay said. “It reflects the government’s unwavering commitment to recognizing public health workforce development as a foundational pillar for national health security.”

He welcomed the graduates to the National Emergency Response Roster and encouraged them to serve the country with professionalism, commitment, and the knowledge and skills they acquired during the training.

EPHI’s Deputy Director General Dr. Melakamu Abte said the institute is striving to become a regional center of excellence in public health protection across Africa through continuous investment in workforce development.

He emphasized that maintaining a trained and battle-ready emergency workforce is essential for responding effectively to epidemics and other public health threats. According to Dr. Melakamu, the newly trained professionals are prepared to provide rapid response services not only in Ethiopia but also across the African continent whenever needed.

Addressing the ceremony, W/ro Neima Zeynu, Director of the Public Health Emergency Management, Preparedness, and Capacity Building Directorate at EPHI, said the practical curriculum delivered to the fourth cohort was developed based on accumulated field experience.

She stressed that public health emergency preparedness is not an option but a necessity, adding that EPHI will continue providing practical, hands-on training to strengthen the country’s emergency response capacity.

The graduation ceremony was attended by Colonel Menahaylesh Tadele, Representative of the Defense Health Main Directorate and Head of Health Promotion and Disease Prevention; W/ro Munira Nasir, Representative of the Federal Police Main Health Directorate; and Dr. Senait Tekeste, Representative of the World Health Organization (WHO) Ethiopia.

Certificates of recognition were presented to all 89 graduates in acknowledgment of their successful completion of the intensive training program, marking another important step in Ethiopia’s efforts to build a resilient and self-sustaining public health emergency workforce.
